The Plaque Presentation Ceremony of First Batch of "National International Joint Research Centre" was held in Beijing (July 4, 2008)
The Ministry of Science and Technology of the People's Republic of China and State Administration of Foreign Experts Affairs. the P.R. of China presented plaques to the first 33 “National International Joint Research Centre” in Beijing. The Leaders attending the ceremony include Shang Yong, Vice minister of Ministry of Science and Technology of the People’s Republic of China, Liu Qian, Vice Minister of Ministry of Health of the People’s Republic of China, Li Jiayang, Vice President of Chinese Academy of Science, Lu Ming, Deputy Chief of State Administration of Foreign Experts Affairs, the P.R. of China and Wang Jie, Vice Director of National Natural Science Foundation of China etc.
In the speech, Shang Yong said that to choose 33 institutions as “National-Level International Joint Research Centre” is because they are the top-class scientific research institutions in their fields in China, and undertake more national scientific research assignments and have good foundation for international scientific cooperation. We encourage these institutions to take one step ahead to create experiences and explore ways.
Shang Yong requires that the national international joint research centre shall have the following functions: first, it should be expanded to become an important base for high-level scientific cooperation; secondly, it shall serve as the highland that attracts and gathers the international excellent talents; thirdly, it shall be the demonstration area that improves the independent innovation ability by utilizing the global scientific resources; fourthly, it shall be the vanguard that builds the world’s high-level scientific institution; fifthly, it shall be the experimental area that manages system innovation, and sixthly, it shall be the platform that combines production, academic studies and scientific research and the distribution of achievements. He emphasized that the governmental support to the international joint research centre shall be improved and enhanced, and the administrative measures for the “Centre” should be drawn up as soon as possible so as to provide better services. During the cooperation, we should shall pay attention to the protection and reasonable share of the intellectual property rights and realize the strategic transformation of the international scientific cooperation from the projects-oriented to the integration of the base, talents and overall management of the projects as soon as possible.
